When placed in the top position, the address toolbar bottom border should only be visible on webpages once the webpage has started scrolling. Sometimes when navigating to a webpage, the border is immediately visible before scrolling
Prerequisites:
Toolbar refactor is enabled
Address toolbar is set to the top position
No tabs are open, Firefox is on the homepage
Steps to reproduce:
Open Firefox
Go to google.com
Observe
Expected results:
Address toolbar bottom border is not visible
Actual results:
Address toolbar bottom border is visible

This also happens when going from source webpage to destination webpage if the border is visible on the source webpage. Behavior is correct when navigating from source webpage to destination webpage if the border is not visible on the source webpage.
