Make Focus and Klar's first onboarding card unskippable #22205

We're redesigning the Firefox and Focus onboarding flows. The new design has not been finalized, but we know it will include removing the X button to match Firefox Android's current onboarding.

Correction: while this task is not blocked waiting for the full onboarding design, it is blocked waiting for the phase 1 design to be signed off.

I assume the new onboarding cards will reuse or build on the current onboarding implementation, so changes we make now would be inherited by the new onboarding.

Ashley says we only need to make the first onboarding card unskippable. Engineering says making all the unboarding cards unskippable is complex and high effort.
