QA Notes:

Enable toolbar refactor and unified search features
Tap the drop-down search engine icon in the toolbar to show the search engine selection bottom sheet (iPhone) or popover (iPad)
Test VoiceOver reads out the search engines (by their name) and Search Settings button
The Search Settings button also has a hint that tapping it will navigate to settings

Verified as implemented on Nightly v9000 (47580) with iPhone 14 Pro Max (iOS 16.2).
