Modals should not block browser toolbar

Steps to reproduce

Go to a site that opens a modal, like https://freddyb.neocities.org/alert-ten-times

Expected behavior

I can still interact with the browser chrome / toolbar

Actual behavior

The browser chrome / toolbar is blocked until I interact with the modal
