Geckoview 68 based FIrefox - cannot scroll in about:config #2101

Steps to reproduce

1) Install Geckoview based Firefox. 2) Navigate to about:config. 3) Attempt to scroll.

Expected behavior

Scrolling can be done via the remote by moving the cursor up and down the TV screen.

Actual behavior

No scrolling is performed.

We don't scroll in iframes #278, at least in WebView – I wonder if about:config is defined in an iframe.
