Remove unused tools/l10n files #2691

Vision statement / What / Requirements

We moved to the new android-l10n system so many of the files in tools/l10n are unused and confusing.

Impact

If we don't remove these files, we may waste time maintaining them or making changes to these files instead of the ones we need to.

Acceptance criteria

@Delphine @Pike Do you know which files can be removed (i.e. are unused) in our tools/l10n directory? https://github.com/mozilla-mobile/firefox-tv/tree/master/tools/l10n Is it all of them?

I don't know, and I don't expect Delphine to know either.

Anything related to android2po can go. The shipping locales list might be good to keep.

Much of this is inherited a few times, the grandgrandparents of this code might know better.

P3: not likely to happen often and we'll probably catch it (because we'll talk to the l10n team before making changes).
