Steps to Reproduce

Go to a website Open the panel Disable a toggle button (not the général protection)

Expected Behavior

The panel don't close itself

Actual Behavior

The panel must close itself and the webpage has to refresh itself

We are keeping the current behavior. User has to press Back button or swipe down to close the ETP panel.
