Firefox-iOS: update/remove github action to detect and build a new AS version #557

Once the PR https://github.com/skhamis/firefox-ios/tree/app-services-swift-package to add AS to Swift Package Manager lands the current github action does not apply anymore. The AS version will not live in the Cartfile as it is now. We need to think if this github action can be updated to still helps us to use newer version or if that's not possible with spm

Moving this to Next 4 weeks, since the PR is still wip

Since the SPM work has not been completed yet, we could move this to next year
