Migrate Focus UI Jobs and Flank configurations to ARM #758

Akin to https://github.com/mozilla-mobile/mobile-test-eng/issues/748, I believe we should consistently run in the same environment on Focus. To manage different environments for a different project doesn't make sense.

Summary: Move away from Pixel3 x86 to Pixel2.arm arm64v8a, clean up configurations, document change.
