The VPN client is automagically connecting upon start when "Autoconnect on Startup" is ON #7942

Steps to reproduce

  1. Opt into “Autoconnect on startup”
  2. Quit the app
  3. Start the app again

Expected behavior

  1. The VPN doesn’t auto-connect as it didn’t start in the context of booting.

Actual behavior

  1. The VPN auto-connects.
