Timer stops while changing settings #9575

Important details:

The issue is also reproducible for DNS Settings and App Exclusions.
The issue is not reproducible if changing location first
The timer recovers on mobile devices after swipe killing and reopening the app
The issue is reproducible for both QT and regular builds.
Might be a regression from this fix: https://mozilla-hub.atlassian.net/browse/VPN-5266

Version/build found in:

2.23.0 (2.202405160650);

Reproducible on:

All;

Prerequisites:

Have Mozilla VPN installed and open;
Have an account with an active subscription
Be signed in
Have the VPN turned OFF.

Steps to reproduce:

Turn ON the VPN
Go to Settings -> Privacy features;
Enable or disable any privacy feature.
Go back to Home screen and observe the timer.

Expected result:

The timer is not stopped.

Actual result:

The timer is stopped.

Verified across platforms while using build 2.23.0 (2.202405220034). The timer is not reset and continues to count when changing settings.
