FNPRMS is deleting new data (July 2020 edition) #136

Two days ago, FNPRMS had 7.21. Yesterday, it had 7.22 but no 7.21. Today, it has 7.23 but no 7.22. MarcLeclair mentioned the 7.2 and 7.3 had also re-run but those were deleted too. We should make sure FNPRMS isn't deleting data at all.

Sending back to triage: this only seems to impact MarcLeclair's re-runs and we have data from SF so maybe it's not that important to fix?
