sparky & co are working on a system that models desktop: let's see if we can cut a few corners to get something we can use sooner.
Perhaps we can figure out why sparky's per-commit build performance tests didn't correlate with FNPRMS and then fix them or use them for this purpose.
Let's reopen if needed.
