Our start up improvement plan focuses on offense – this bug is to think from a high-level about our defense.

MarcLeclair and pslawless seemed to like the ideas. Our following actions are kind of blocked on the data analysis though https://github.com/mozilla-mobile/fenix/issues/15926 so I'll put in waiting.

I came up with some interesting ideas but this isn't actionable anymore so closing.
