It was implemented incorrectly: https://bugzilla.mozilla.org/show_bug.cgi?id=1650891#c27 We should find someone to address these issues.

It was implemented that way because they did not think it was possible to do non-debuggable, unrooted but I provided an alternative implementation in https://bugzilla.mozilla.org/show_bug.cgi?id=1680407#c13 Let's continue the discussion.
