Figure out how to offense on cold startup #176

Take a profile, see a possible improvement, make a prototype, and validate it, not being confused by the noise, etc.

Filed this an in issue to track the work we've already done here. I don't know that having an issue open for this is particularly actionable or useful (even though we're going to be continuously looking at profiles) so I'm going to close it though.
