Set up strategy to gather recurring fenix/focus perf numbers

[ ] monthly page load (talk to bdekoz)
[x] biweekly app size (done by GPlay, need to add to review)
[x] weekly (backfill) start up times (fenix/focus request; once we complete backfill system should have insight)

page load: I need to work with bdekoz. I will follow-up after we get the baseline page load numbers
app size: we will monitor this during the biweekly sync
start up: I think I will run on one device and Marc will run on one device weekly. If we run into trouble (e.g. errors running the script), I think we should re-evaluate (e.g. only one runs it, drop the script, etc.). Let's revisit once the backfill script is complete.

Let's keep it simple: I'll take numbers once a week. We can consider adding Marc when we find any bugs in the system.

We're using continuous results for page load so I don't think we need to do any more work here.

We don't have a focus strategy but we deprioritized it. I filed https://github.com/mozilla-mobile/perf-frontend-issues/issues/227 to address this.

So there's nothing left to do for this issue.
