Document how to run FNPRMS locally #58

We should all be able to run FNPRMS easily to validate performance or transfer the official FNPRMS to a different environment, e.g. CI. This documentation will help us do that.

This may already be done in hawkinsw's WIP FNPRMS documentation.

This is documented in tree, kind of: going to close and we can file a new issue when we need this. https://github.com/mozilla-mobile/perf-frontend-issues/issues/60 will also move this forward.
