Unify existing FE perf docs #95

This is the initial part we agreed to do for perf-frontend-issues#89 so that we can dump info into the doc as we find it (i.e. we're not losing the generation of data because the place to put it doesn't exist yet).

I volunteered to maintain the document as folks add additional information.

I merged all the documents into https://docs.google.com/document/d/1WkzzZesdvGdYsVSXtNIthsRuSwrIt80ka9jVknXI0M8/edit#heading=h.thkvv5etj0cd. This is also linked from our mana page: https://mana.mozilla.org/wiki/display/PM/Android+Front-End+Performance

Once the document (and wiki) starts to stabilize, we should make them public.
