Adds filter support to the data source (PlacesProvider), and implements UI (FilterViewController) for adjusting the filters.

Since this PR was getting pretty big and it'd be good to land all these changes ASAP, I didn't finish the animation polish described in #508. Opened #526 for updating the animation.
