Progress bar is not shown when URL bar is collapsed. #501

Steps to reproduce

Click on a link when the URL bar is collapsed

Expected behavior

Some visual feedback that the browser is responding to my action (e.g. the progress bar is shown)

Actual behavior

Nothing happens until the new page loads

Device information

Android device: Samsung S7
Reference Browser version: 1.0.1904 (GV 66)

Don't forget at some point reference-browser / Fenix will need to address toolbar spoofing and the toolbar will be locked visible for at least the duration of the progress bar. So you don't necessarily need to fix this issue if you are going to fix 1344517 in the near future.
