TP not working on normal browsing when disabled in private browsing and vice-versa #934

Steps to reproduce

Go to https://senglehardt.com/test/trackingprotection/test_pages/fingerprinting_and_cryptomining_and_cookies.html on normal and private browsing.
Go to Settings - Privacy and disable TP on normal browsing.
Reload the page from normal and private browsing.

Expected behavior

The page opened in normal browsing should not block any cookies.
The page opened in private browsing should block cookies, since it is still enabled.

Actual behavior

The page opened in normal and the one opened in private, both, display that the cookies are not blocked.

Device information

Android device: OnePlus 5T (Android 9), Nexus 5 (Android 6.0.1)
Reference Browser version: 1.0.1944 (#13021214 GV 72.0a1)

This issue is still reproducible on 1.0.2003 (#20141210, GV 74.0a1) build with Huawei Honor 8 (Android 7).

Reproduce issue with Sony Xperia Z5 (Android 7) on R-B 1.0.2023 (Build #21550609 GV: 78.0a1-20200601093812)
