Update Android Newsletters #117

While reading the docs, noticed that the newsletters could be updated:

Removed android dev digest newsletter as it's not active anymore
Added Jetpack compose newsletter by commonsware - good resource for all things Compose.

Merged! It looks like only write access was distributed previously. I kind of randomly accepted the admin role for the repo after my last contribution here. Happy to revisit permissions if this becomes a regular blocker, but for now I can just merge stuff manually as I don't believe there would be any real interest in setting up automation matching Fenix for this repo
