No issue: add guide for writing lint checks. #96

@ekager I think you have some experience writing custom lint checks (Android Lint, not detekt, I know) so I thought you'd be a good reviewer. :) Once this lands, I'd like to link to this from somewhere in the fenix repo and send out an email mentioning it.
