This version uploads artifacts in parallel after a spot termination, which increases the chance that we get them all uploaded prior to getting shut down.

Building the following at 88d2489f2 (this PR merged to master).

monopacker build gw_fxci_gcp_l1_gui --secrets_file real_secrets_l1.yaml --packer-args '-on-error=ask' produced gw-fxci-gcp-l1-gui-googlecompute-2024-05-13t22-47-48z.

monopacker build gw_fxci_gcp_l3_gui --secrets_file real_secrets_l3.yaml --packer-args '-on-error=ask' produced gw-fxci-gcp-l3-gui-googlecompute-2024-05-14t00-44-32z.
