Add condition to perform hg clone of source code to source pools #478

For Windows 11, ronin_puppet should cache hg source code. Work with RelEng to understand which branch and location on the templates these should live.

Win11 source pools would contain a separate volume for hg source.

We could potentially use https://github.com/mozilla-platform-ops/ronin_puppet/pull/499 to confirm which region the VM is running from.
