run puppet improvements

Continues work on run-puppet.sh (started in https://github.com/mozilla-platform-ops/ronin_puppet/pull/634) to enable a way of persistently pointing hosts at a new branch and worker pool outside SCM/git.

• run-puppet: can use ronin_settings to override workerType and workerPoolId
• send out example, improve mod script
