[Bug] `activate_extension` GA event firing too often #619

Describe the bug

To Reproduce

  1. Go to https://members.rally.mozilla.org
  2. go through onboarding
  3. visit site several times
  4. look at realtime view in analytics

Expected behavior

One activate_extension event should be present

Actual behavior

Several activate_extension events are present per user
