added basic responiveness #634

This quick PR adds basic responsiveness to the signup page and moves the logo to the upper left corner. Might have to make the background image more opaque to see the text. Will discuss with @tangcasey

The primary action of the page is to create an account - for mobile - I think we should take the pitch out and other distractions.

I believe we are legally required the have the footer here - please keep that part beneath the fold.

In future iterations of the mobile homepage - we probably need a hero banner with a pitch and clear signup CTA. Essentially moving the pitch a screen up
