Add "send me occasional updates..." option to Account Settings #413

Now that we have a way for users to opt in to being sent updates, we need a way for a user to be able to edit this after they have already signed up. Also, currently, this box is only available when a user signs up via an email account, so only about a small portion of Rally users are presented this option as part of signing up.
