move pin handling out of `evaluateRules` #3067

As pointed out in https://github.com/mozilla-releng/balrog/pull/3065#discussion_r1408383924, pinnable releases only matter for AppReleases, so it'd be cleaner for the generic/shared code to not have to worry about them.
