Bug 1470227 - add checks for bouncer submission tasks. #25

In bug 1470227 we're adding some suplimentary checks to make sure the updates we're performing against bouncer are correctly reflected on bouncer DB side.

This PR takes care of it + some other things along the way:

fix tests and brings coverage back to 100%
fix coveralls
add post-update-bouncer submission checks to ensure values reflect reality
add before-update-bouncer submission checks to ensure values are correctly set from tree and we're not submitting wrong information

For Fennec, task failed here with logs. Debugging now.
