fix: Package pinning with backtracking #986

Solves a current problem resolving dependencies with google packages. ie: in beetmoverscript and google-cloud-{storage,artifact-registry}

Fixes #990

Added the info in the commit and added an issue with the same info

Looks like mozilla-version dropped support for python<3.8 (which is fine), and most major changes to taskcluster have to do with workers (we're only upgrading on iscript/notarization_poller - should be safe)
