Add Policy Links to FMD Website

We need links to the Firefox Cloud Terms of Service and Firefox Cloud Privacy Notice. For example, you can add on the bottom right in the pop-up that shows the map attribution. The User facing URLs are:

• Privacy Notice: http://www.mozilla.org/en-US/privacy/firefox-cloud/
• ToS is currently here: https://accounts.firefox.com/en-us/legal/terms (but this URL will change in a few months when we have our legal terms page live).

Also, since the URL will change in a few months, not sure if we want to hardcode it or use something like mozl.la which we can change in the future without repushing code.
