Switch active Autopush userbase from Dynamodb to Autopush #511

Once Bigtable support is in place and autopush is able to handle transitioning users from Dynamodb to Bigtable, AND production Bigtable support is in place, we need to transition users from DynamoDB to Bigtable

I would say once we hit 50%. It’s also the point where I think we should disable the write_to_secondary flag in the db_settings.
