Description

Update the Contile CircleCI Workflow
- Remove the unhold-to-deploy job
- Merge the docker-image-publish-stage and docker-image-publish-prod jobs
- Remove the check-for-deployment job
Update the dependabot configuration
Update the README.md and PULL_REQUEST_TEMPLATE.md Documentation
