add circleci config to push to gcr.io/moz-fx-cloudops-images-global #9

this pushes tags of the form X.Y.Z to gcr.io/moz-fx-cloudops-images-global/iprepd-nginx:X.Y.Z, :X.Y, and :X, pushes master to :latest, and builds a docker image for PRs but does nothing with it. all credit to @oremj.
