Package `kinto_remote_settings` instead of `kinto_dist` #1960

This repository will become Remote Settings (see #1928).

We won't publish kinto-dist on Pypi anymore.

Our plan is:

mark kinto-dist as deprecated on Pypi
make kinto_remote_settings installable instead (not necessarily published on Pypi)
have a VERSION file at the root of this repository
read that file for version.json during the Docker build
read that file for the kinto_remote_settings/setup.py
