Two minor tweaks prior to 0.8

Two small additions:

• Different methods for specifying an alternative INI file for testing purposes
• Don't load the backoff header fuzzing tweens if the INI file says not to

Travis bustage is due to flake8; I'm going to merge this and do fixup on master rather than back-and-forthing on it here.
