Proper Deployment Code #8

For our own deployment of pagerstatus, we need standard deployment code in cloudops-deployment.

This should be easier now that I have the option of using terraform. This guide walks through doing it while ignoring "the built-in versioning and staged deployment mechanisms in AWS Lambda and API Gateway", which is part of the mess that was giving me headaches when I tried and failed to use Cloudformation.
