Testing and regular release plan for DS #38

To help with stability of the service, we're going to create a regular testing and release plan that we can share out with other teams.

I'll draft this and then circulate for feedback. Once ready, we can determine where it's final home should be.

I'll plan on having this ready for review by 2/14 EOD.

As I start this, I'm realizing it makes sense to tie this into the runbook task - ie, I'll create separate test plans and release plans, and link them together in a single document that will ultimately become the master runbook for DS.
