Create release calendar for syncstorage-rs #40

One of the follow-ups from this work is to create a regular release calendar. This should include:

  1. Assigning release managers (to rotate amongst team members)
  2. Clarifying roles for dev/ops at each stage
  3. Sharing with dev/ops/qa/product
  4. Linking to calendar within ds runbook

Done. Calendar lives here - I didn't add many details other than to specify the first relman (me) as we can't implement this until a few other pre-reqs are done. Namely:

1618679 - [Ops] - Configure dev env as specified in the environments section above. 1619426 - [Ops] - Configure automated deploys to dev env when PRs merge to master. 1620412 - [Ops] - Configure automated deploys to staging when a new Github release is created.

Once we have a better idea of when to expect those, I'll start adding more details to the release calendar around roles, and share it. It just doesn't make sense to add a lot of dates yet when we don't know details. It also doesn't make sense to share it yet since it's not yet accurate :)
