Deal gracefully with upstream list disappearing on us #90

https://github.com/mozilla-services/shavar/issues/88#issuecomment-283092172 outlines steps for removing a list from shavar. We should gracefully handle the case where the upstream list repo disappears on us. (Probably in shavar-list-creation and/or shavar-server-list-config repos?)
