Use correct version, since it's not been updated in Cargo.toml for a while.

Only thing is it looks like I forgot to merge https://github.com/mozilla-services/syncstorage-rs/tree/release/0.15 which includes the last releases changelogs

Yeah, I started the tag off of master, which still had the 0.14 tag. I got to the release part of the checklist and saw that 0.15.1 was the latest release, so I changed the version and killed the prior PR with the 0.14 tag.

I did run clog to compose the CHANGELOG, but guessing that it may have missed anything prior to 0.15.1.
