In this bug we resolved a fixed bug as a duplicate. We should not do that.
We're in clean_up_old_job_style2 and we call dupe_bug. It's not clear to me why 1774899 was considered an active job.
I think the same thing can happen with clean_up_old_job_style3.
We know which bugs are open so we should be able to avoid this in a simple-ish patch. But really all this needs to be cleaned up in #201
