As seen here Taskcluster will now classify 'new failure not classified' as a 'known issue' which doesn't make a lot of sense to me, but I'm sure I don't understand all the mechanics of the change.
What I do know is that if Updatebot sees a failure of that type (a 'Known Issue'), it will not retrigger it. Whereas in this scenario, we almost certainly do want to.
