Add points of contact

In our stakeholder survey, several teams mentioned that we could make it easier for them to know who to ask questions of.

In particular, we would prefer to direct questions to #SpiderMonkey, but for situations like a needinfo in Bugzilla, it makes a lot of sense to direct a single person's attention to a bug.

We should add a section to spidermonkey.dev that lists components and SpiderMonkey members who volunteer to act as points of contect for those components.

There is a similar, out-dated page on the Wiki that we could use for inspiration.

It seems like this will only be useful for Bugzilla:

• Phabricator has the spidermonkey-reviewers group to assign reviews to
• It doesn't look like Discourse has a way to alert a specific user
• I think we do a good job of responding to questions on Matrix without requiring that a specific person be alerted

An alternative to listing components and volunteers on spidermonkey.dev could be to create Bugzilla users for certain components (such as 'spidermonkey-gc') and have team members follow the users for the components they are volunteering for. We would still need to publicize the component users on spidermonkey.dev.
