The purpose of this KR is to ensure the core Activity Stream codebase has landed in MC, that it is building and passes a high percentage of existing tests by the end of the quarter.

Skeleton system-addon has landed with parts of bootstrapping, telemetry, metadata landed, but core functionality of add-on hasn't been implemented or reviewed given the new strategy of rewriting.
