[Bug]: Addons are force disabled instead of a version being rejected #14800

What happened?

Followup for https://github.com/mozilla/addons/issues/14788#issuecomment-2120113748

  1. Report an extension or theme , report should go to Listings or Themes queues
  2. From Cinder escalate the report to AMO
  3. Reject the version
  4. Send the author appeal and try to resolve it with Approve

What did you expect to happen?

Developer can submit a new version with "Upload New Version"

I tried with reports sent from AMO stage and Cinder stage queues testing the scenario with an extension and a theme and I could submit a new version, approve it, all emails sent correctly.

Testing around I don't see anything else broken.
