Ignore policies should not be available in rev tools for appeals #14839

What happened?

Followup for https://github.com/mozilla/addons/issues/14777#issuecomment-2151763649

When resolving a reporter or author appeal there's 3 options - the one functional is "Approve"

What did you expect to happen?

Reviewer can only choose or see Approve?

This is annoying but not a deal-breaker. Worst case scenario it's on the reviewer not to select ignoring actions for resolving appeals.

Could you expand on that? Resolving appeals looks quite DSA related.

To be more clear, it's not a blocker for moderating add-ons based on abuse reports.
